Job Description

Overview

The Director of Government Relations is responsible for the effective implementation and execution of relationship development and government engagement with state elected and appointed officials. Provide detailed analysis of legislative issues impacting the company. Serve as one of the primary point-of-contacts with government personnel and agencies.

Assists in alliance development activities. The Director will also analyze the business impact of new legislation, regulations, and other federal and state policy issues, in cooperation with other members of the policy team.  Ensures compliance with all government affairs related policies, procedures and processes.

 

This position jointly reports to the Chief Executive Officer of Virginia Premier and the Executive Director of Government Relations and Health Policy, Virginia Commonwealth University (VCU) and VCU Health System (VCUHS).

Responsibilities

  • Build relationships within industry groups and associations at both the state and federal and leverage those relationships to serve Virginia Premier goals.
  • Coordinate work of all external federal and state lobbyists under contract with Virginia Premier, to ensure efficient use of company resources and accountability for delivering business value.
  • Develop and maintain relationships with key state legislative policymakers and other key government agency officials to enhance the health plan’s role as a partner with the state and to assist in shaping public policy initiatives.
  • Represent the health plan at legislative and agency meetings in an in-session and post-session capacity
  • In coordination with the VCU Office of Government Relations, develop company guidelines for government relations, to guide the company as a whole, and appropriate roll-out and training plan to ensure that the guidelines are adopted and the institutional brand is presented in a cohesive and positive manner.
  • Develop a set of metrics for measuring the success of government relations work within the company, and report those metrics to the corporate executives on a routine basis.
  •  In collaboration with the VCU Office of Government Relations, coordinate preparation of comments and correspondence to federal and state government agencies.
  • Research and analyze legislation, regulations, and other policies proposed and enacted state legislation impacting the managed care industry and/or Virginia Premier’s business.
  • Work on behalf of, and in coordination with, the health plan, VCU and VCUHS leaders to identify emerging policy/political issues to foresee business opportunities and mitigate potential business risks through monitoring, analyzing, and advising on state activities and legislative/budget initiatives.
  • Facilitate coordination of government relations activities, with market and corporate community engagement, and advocacy activities to leverage new and existing relationships, and identify and expand corporate opportunities across the state(s) in which the company operates.
  • Work with VCU/VCUHS Executive Director of Government Relations, to plan and implement Virginia Premier's political engagement strategy in compliance with all applicable federal, state and local laws.

 

 

Qualifications

MINIMUM EDUCATION REQUIREMENTS

  • Required ,  Bachelor's Degree in a related field or communication, public affairs, political science, or a related field
  • Preferred Other, Master's Degree

 SPECIAL KNOWLEDGE AND/OR SKILLS

  • Ability to analyze information and covert related activities into a comprehensive work plan
  • Ability to represent the company with external constituents and build strong internal and external relationships
  • Ability to work in a matrixed environment and work as part of a team
  • Ability to work within tight timeframes and meet strict deadlines
  • Demonstrated interpersonal/verbal communication skills
  • Demonstrated leadership skills
  • Knowledge of community, state and federal laws and resources
  • Ability to identify and build relationships with key leaders within government health agencies and senior staff on committees that affect health care legislation

WORK BACKGROUND/EXPERIENCE

  • Required, at least 5 years of experience in state government affairs, health policy, public programs
  • Required, at least 5 years of experience in a health care environment or related field
  • Required, 4 years of management experience
  • Required, other Broad knowledge of government programs and the managed care industry and proven experience leading and managing government and regulatory affairs programs through teamwork, collaboration and open communication
  • Preferred, other Experience with Medicaid or Medicare government or private/public sector, state legislative or regulatory contracts

PHYSICAL REQUIREMENTS

  • Physical health sufficient to meet the ergonomic standards and demands of the position
