The Systems Analyst III, Budgeting and Metrics, is a key asset to the Data Governance Manager and collaborates with business stakeholders (usually internal to ITS), to create, maintain and deliver Information Technology and Services (ITS) budgeting dashboards and ITS department SLA’s and performance metrics. This role works closely with the business to obtain cost projections, actual expenses incurred and to develop processes for recording and reporting the total projected versus experienced costs of providing ITS business support to the enterprise. Additionally, this role will assist in determining appropriate ITS metrics, and building structures such as dashboards for senior leadership which serve to provide insight into the effectiveness, timeliness and quality of ITS initiatives and projects. The job requires high attention to detail, analytical and communication skills as well as mature and skilled knowledge of SQL, Excel, Tableau and other tools to provide the necessary reporting structures.


The Data Governance Team also manages all organization-wide data governance activities and will have responsibility for improving the quality of Virginia Premier Health Plan data and information assets. The Budgeting and Metrics Analyst will provide support in the evaluation of data requests and crafting data use agreements, identify data quality issues and will work closely with Business and Functional areas to improve the quality and value of core data assets, as well as support the strategic requirements of the department.


Additional responsibilities also include building and maintaining department and project budgeting, metrics building and IT vendor management.


  • Knowledge of a structured query language, such as Microsoft Access, TSQL,  PL/SQL, SPSS or SAS
  • Develop and distribute executive level dashboards and reports related to ITS Budgets, Metrics and Data Quality as assigned
  • Assist in the gathering of requirements, developing KPI’s and determining measurable IT efforts to meet business KPI’s.
  • Design and maintain financial data structures and systems required to drive analytic insight.
  • Perform complex queries utilizing various databases, applying extensive understanding of database tables, relations and data types and values.
  • Provide detailed input for building SOPs and Policies and Procedures founded in sound accounting practices for building budget forecasts, tracking expenditures and reconciliation of budgeted vs actuals.
  • Interface with Executive Leadership to present budgeting and metric dashboards as well as receive input and feedback.
  • Participates in the establishment of a data quality framework necessary to enable reporting, issue identification, remediation and tracking, ultimately ensuring trust and confidence in data across domains
  • Contributes in establishing a process to add, maintain, delete, and archive master data records that includes a process to clearly describe the integration points and hand-offs when a) the control crosses the system boundaries the data, and b) for existing data, governs decisions concerning data definitions and domains
  • Assists in the development and maintenance of the metric definition and data glossary for all data assets for all systems (transaction systems, reporting & document management systems, and information delivery systems) and executing on improvements to current procedures and processes
  • Develops and implements data governance dashboard for the communication to monitor and report on data management progress.
  • Assists in the tracking of Vendor Statements of work and approval and management of invoices across IT Third Party Vendors



  • Bachelor’s Degree (preferred) in Accounting, Computer Science, Mathematics, Information Systems, or related degree


  • Detailed knowledge of accounting framework, best practices, terminology and functions
  • A broad understanding of the health care field and related processes
  • Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes
  • Performs complex data analysis using traditional and non-traditional statistical methods
  • Significant skill required to work effectively across internal functional areas in situations where clear parameters may not exist
  • Possess strong interpersonal skills and ability to convey integrity in conducting the health plans business
  • Experience with Master Data Management (MDM) a plus
  • Experience with Strattajazz and Tableau a plus


  • A minimum of 3+ years of experience working in a data analysis and/or report development
  • A minimum of 3+ years of experience working within an accounting function or team
  • Knowledge of best practices in data quality and protection
  • Knowledge of data architectures and technology solutions
  • Must possess analytical skills to evaluate, understand and interpret data from both internal and client perspective
  • Good interpersonal skills and the ability to collaborate with other technical teams, project management, client management and business analysts


  • Physical health sufficient to meet the ergonomic standards and demands of the position
