    The Director, Clinical Information Systems is responsible for the overall management, implementation and upgrades to all clinical applications for the medical management department.  This includes collaborating with other department stakeholders to gather business needs/information requirements in order to deliver an efficient and effective solution aligned with state, federal and accreditation requirements.  Functions as the liaison between health services and information systems for system requirements and enhancements. Provides management oversight to the Clinical Application Service functions of the organization including:  clinical application implementation, conversions, support and management, system training, critical business strategies and clinical report development. Additional responsibilities include coordinating, conducting and documenting simple to complex Health Services projects and operational procedures and identification of process improvements.   



    • Responsible for creating a strategic vision, process tools, and procedures to assure ongoing viability of operational performance of the department and company
    • Directs and coordinates implementation, design, and maintenance of clinical information systems used to improve clinical operations
    • Coordinates projects with Information Technology in order to ensure effective integration of clinical systems with other organizational applications
    • Establishes strategic direction, policies, and procedures for the organization's clinical information systems with the goal of improving clinical operations
    • Guides the selection, development, and/or implementation of systems designed to effectively manage medical information and meet the needs of medical management staff
    • Responsible for analyzing current and future systems for functionality and identifying technology gaps for the department across all lines of business, programs and in all regions
    • Works closely with other directors, managers and co-workers in order to ensure project deliverables are met in a timely and efficient manner
    • Maintains an updated knowledge and application of NCQA and other relevant policy making standards to ensure departmental compliance
    • Assists Vice President of Health Services in ongoing Quality Improvement Program by assisting with various quality review tasks such as collecting and analyzing data as outlined in the program and timely preparation of reports.
    • Manages and assist with design, development and implementation of the Clinical Application Services’ areas assuring alignment with the organization’s strategic vision and plans
    • Works closely with clinical and business leaders to drive transformational change in clinical care through the use of information technology
    • Participates in the planning, development, implementation, upgrading, maintenance, and evaluation of clinical applications and technology throughout Virginia Premier
    • Serves as the liaison between clinicians and information technology by translating clinical requirements to the IT build teams, assisting in validation of content, and confirming with the clinicians that the content developed will meet member care needs
    • Participates in system analysis and research related to current and proposed clinical information systems
    • Accurately and promptly analyzes the impact of information technology in clinical and business work processes through documentation of workflows and process maps
    • Acts as clinical information systems’ consultant to the Virginia Premier’s TPA clients
    • Participates in community programs (which may occur outside of normal business hours)



    • Bachelors Degree
    • Masters Degree preferred
    • License/Certification – Current Registered Nurse’s licensed to practice nursing in Virginia preferred


    • Possess strong knowledge of medical coding terminology (e.g. ICD-9, ICD-10, HCPCS and CPT4)
    • Highly skilled at specifying business requirements, logical design models, physical design models, deployment plans, and support plans
    • Knowledge and experience designing, implementing and supporting network and clinical applications and monitoring systems
    • Effective written and verbal communication skills
    • Ability to analyze information and covert related activities into a comprehensive work plan


    • Minimum of 5 years of relevant IT and business/industry work experience within the healthcare industry to include clinical system development, implementation, and maintenance of clinical health service applications
    • Minimum of 5 years of leadership and experience managing a team
    • Managed care experience preferred
    • Project Management experience in execution involving multiple major developmental projects required
    • Extensive and in-depth business knowledge from all perspectives of Information Technology including functional operations, technical support, hardware configurations, and software requirements
    • Experience with planning and setting priorities for health service system integration projects


    • Physical health sufficient to meet the ergonomic standards and demands of the position
